Governor discuss law & order with Chidambaram and NSA

ITANAGAR, Mar 3: Arunachal Pradesh Governor Gen JJ Singh, who is on an official tour to National Capital, met Union Home Minister, P Chidambaram and National Security Advisor (NSA) Shiv Shankar Menon at New Delhi on Tuesday. This was the first meeting of the governor with NSA after Menon assumed office.

In the meeting, Governor gave an overview of the Law and Order situation and important security issues of the State. He also discussed the important developmental issues of the State including a focused approach to Border Area Development.

Gen Singh emphasized an early formalisation of the Border Trade Land Custom Station at Pangsau pass, as it will give thrust to Border trade with Myanmar. The green field airport at Itanagar also came up for discussions.

To give further impetus to tourism in the State, Gen Singh discussed the need to make the process of obtaining inner line permits easier for tourists in the meeting.

Raising of the first Arunachal Scouts Battalion, which also was taken up in the meeting, is likely to take place in this financial year and more battalions will be considered in the next plan. PRO to Governor

Mission for vision benefits many

CHANGLANG, Mar 3: More than 456 patients availed the benefit of the free eye screening-cum-cataract operation camp conducted by the Changlang District Health Society at Bordumsa. Out of them, 175 patients got their refractive errors corrected and 43 patients were operated upon for cataract and eye disorders.

A team of doctors from District Hospital, Changlang led by Dr Taba Khanna, Eye Specialist conducted the eye camp. Other members of the team included Dr Mope Loyi, MO, Dr D Maity, PMOA, Dr D Bagra, PMOA and R P Sharma, Nursing Assistant.

The camp was inaugurated by Parliamentary Secretary, Textile and Handloom, C C Singpho. In his inaugural address Singpho said such free camps should be conducted in all remote areas of the district for the benefit the poor people who are unable to afford medical expenses. While assuring for his full co-operation to medical department, he appealed to all responsible citizens for their co-operation to the department so that a qualitative health care services are provided.

Bhuyan inspected tourism projects

PASIGHAT, Mar 3: Mrs. M. S. Bhuyan, Advisor to BIT (Banking, Industries and Tourism) NEC had visited the NEC funded tourism projects and few important places of East Siang district on Feb 27 last. She was accompanied by Convener INTACH (Indian National Trust for Art & Cultural Heritage) Omak Apang and DTO Tate Tatak.

The team visited all the tourism projects like, Tourism Centre at Oyan, Tourism Project at Anchal Ghat, Rengging View Point and Sirki Water Falls etc.

While visiting the projects, Bhuyan urged full cooperation from the local people and advised the concerned officers to follow the guidelines provided to them in the greater interest of promotion of tourism development in the district.

Society demands action against ‘wrong doers’

ITANAGAR, Mar 3: Sree Abu Welfare Society (SAWS) has urged the authority concerned to take strong action against the IRBn personnel allegedly involved in the barbaric act of assault on one Tassar Tamang on Mar 2 evening.

Condemning the alleged inhuman act of the IRBn personnel, the Society claimed that a group of IRBn personnel led by a police officer entered the house of Tassar Tamang near K.V. No. 2 at around 7.45 pm and started assault on Tamang mercilessly without any valid reason. Tamang is reported to be admitted at a city based hospital for treatment. His condition is said to be serious.

When enquired, Capital SP Hibu Tamang informed that a police team from the Itanagar police station was sent to Tassar Tamang’s house following repeated complaint of his wife that she was seriously tortured by her husband.

The SP further informed that an investigation is going on to unravel the truth. “I am taking up the matter. Necessary action will be taken against the persons if found guilty,” he added.

Largest police beat in state Capital inaugurated

ITANAGAR, Mar 3: The ‘largest’ police beat office of the Capital Complex measuring an area of 22 sqm was inaugurated by superintendent of police Hibu Tamang at Chandranagar yesterday.

Speaking on the occasion, the SP assured round-the-clock manning of the beat office by police personnel and praised local MLA Techi Kaso for the beat office being come into existence.

MLA Techi Kaso said that establishment of this police beat is a small step towards checking criminal activities within Itanagar. While appreciating Datam Tashi for providing land for the beat office, the MLA appealed to the people of his constituency to cooperate with him to fulfill his dream agendas.

Itanagar police station OC Make Bui said that this beat office would help tackle law and order problem of Chandranagar area.

Itanagar Market Welfare Association president Bamang Taji assured to provide five chairs, one table and cot each for the beat office.

Earlier, Chandranagar Development Welfare Committee president Bamang Loram urged the SP to deploy sufficient police force to man the beat office effectively.

Study tour for NGOs

ITANAGAR, Mar 3: NABARD is sponsoring a 3-day exposure visit to Kolkata for the officials of NGOs who are partnering with NABARD as Self-Help Promotional Institutions (SHPI). These NGO officials will study the best practices of SHG-Bank Linkage programme along with micro-enterprise development in West Bengal from March 15. They will be visiting the Bank branches and study the process as to how the NGOs establish savings and credit linkages with the Banks.

The NGOs will also look at the practices of financing to SHGs through ‘Bandhan’ a prominent micro finance institution in West Bengal.

The NGO officials will be given the perspectives of SHG movement in West Bengal. The entire programme at Kolkata will be coordinated by ‘Academy for Cooperative Management, Research and Training (ACMART) in Salt Lake, Kolkata.

Accolades to men in uniform

DIRANG, Mar 3: The armed forces came in for rich salutations during the inaugural function of the two-day ‘Know Your Army Mela’ held here recently.

Inaugurating the event jointly with 5 Mountain Division GoC Major General Sanjeev Anand, local legislator Phurpa Tsering said that the armed forces need to be saluted for their courage and valour not only for guarding the country but also for lending it’s helping hand to civilians during times of distress and natural calamities. ‘Be it the devastating cloud bursts of Rama Camp, Senge and Sangti village, or the recent massive fire mishap at Munna Camp, it has always been the men in uniform who first of all reached out and brought back smiles to face of victims’, he explained, while adding that this spirit of cooperation and mutual understanding between civilians and men in uniform ought to be always maintained.

Elaborating main objectives of the mela, Major General Anand said that more cooperation, trust and mutual goodwill need to be built up between civilians and the men in uniform. ‘The army is willing to guide young aspirants interested to join the armed forces and the upcoming Arunachal Scout and for this purpose more ‘Taalmeel’ needs to be created between civilians and army’, he explained.

Appreciating the yeomen service rendered by armed forces, West Kameng deputy commissioner Swati Sharma called for forging better and closer cooperation between men in uniform and the district administration. She also appealed young aspirants to utilize the opportunity and enhance their knowledge about armed forces and chances of joining it.

On the occasion, diverse and colorful dance items like the Bhangra, Monpa, Adivasi and Lion dances were displayed by army, ITBP and SSB jawans, while several stalls showcasing military weaponry, eating joints, game zones, and local monpa products were declared open for public. A galaxy of armed force dignitaries, Govt. officials and public in large number turned up to enjoy the taste of military mela.

The after shocks of election

ITANAGAR, Mar 3: It’s been almost six month since Arunachal went for Assembly election but still the after effects of that election are felt all over the state.

While workers of winning parties are reaping rich benefits, those from loosing side are bearing brunt of having participated in a democratic process.

In a state like ours where low population ratio makes it quite easy to identify supporters of respective candidates during election, those belonging to loosing group always have to face music once election results are declared and the state is witnessing similar moments now.

Transferring government employees from their present posting to far flung areas, removing Govt. officers from their plump portfolios, discrimination in distribution of contractual works are some of the tactics applied to count a few.

Though political leaders from every party often speak about the importance of citizens participating in democratic process but when they really come out to exercise their rights, citizen’s end up paying heavy price for it.

“In our state to participate in election process is just like committing a great sin. I actively took part during election and as our candidates lost, my wife who is government servant had been transferred to an interior place, where she has to walk for three days to reach,” lamented one citizen. He further went to add, “Our leaders just can’t understand the fact that in a healthy democracy presence of opposition is must. I have learnt a big lesson this time and in the near future I would think twice before I get involve in election process.” Politicians involving in political vendetta is quite common all over the world, however, in our state it has gone to another level with supporters of loosing candidates being harassed even for petty issues.

Other than the government jobs, people of this state generally depend on contractual work from various departments for the source of income. Here also politicians have a field day in harassing their opponents by not allowing them to get work orders and also blocking payment of bills of contract works carried out by them. “I am having a harrowing time in getting my bills cleared and honestly running short of time. In every step officers are troubling me for minor issues too. I am feeling helpless and desperately worried as I am scared that they may try to block my bill before the end of this financial year,” told one worried contractor.

He also told that these days it has become increasingly difficult for him to land contractual works. “Every time I apply for any new contractual works, I face lots of trouble from concern departments. I do not blame these officers, as I believe they are under lot of pressure from a leader whom people of my constituency had elected to take care of us,” continued the worried contractor.

Those educated youths who actively took part in election and who ended up on loosing side are facing herculean task of getting employment. “Recently I cleared written test for a government service and as I was getting ready for viva-voice test one of my relatives told me that our area MLA was inquiring about my roll number. I had voted against him during last election and I am sure he will make sure that I don’t get this job though I have confidence on my own talent,” informed one young unemployed educated youth.

The trend of punishing looser group after election is becoming quite a dangerous proportion and soon a day may come when people of this state may lose interest to participate in election process.

I could not vote during last assembly election and for a long regretted loosing an opportunity to exercise the fundamental right of voting. But now I feel that I made the correct decision of not casting vote, otherwise you never know what could have happened to me too!

A person having inherited or acquired faults may not act safely. But if he performs in a safe manner, it is possible that accident may not occur. Even if a person is involved in an accident, an injury may not be caused.

The most important point is that unsafe actions and unsafe mechanical or physical conditions are the immediate causes of accidents. However, with the determination, supervision, effective management actions of employed persons and unsafe acts can be controlled and prevented besides guarding or removing unsafe conditions. Thus the middle of the sequence of act is considered as unsafe act and unsafe condition.

Four factors responsible for injury/accident: Dr. Hepburn amplifies the above theory formulated in the early 1920’s by H.W. Heinrich and arrives at the principle that an injury/accident is the result of the convergence at the same point of time of 4 factors, namely, personal factors and the proximate casual factors. The ‘personal factors’ depends on and differ from the person to person injured or likely to be injured by an accident and who has created situations which has led to or likely to lead to accidents. The ‘proximate factor’ according to Hepburn is that immediate causative factor such as the failure of a brake, etc. The solution discussed by Hepburn under the four factors would also lead to the most practicable preventive measures suggested by Heinrich. These are planning and organizing to (a) prevent unsafe actions being committed and (b) remove unsafe mechanical or physical conditions.

Personal characteristics such as age, job experience, visual functions, perception, motor ability, dexterity, reaction time, cardiovascular neuropsychiatry disorders and psychopathological conditions have also responsible for causing accidents. Therefore, it is essential that adequate attention is paid to proper selection, training, placement, education and supervision of workers. Further, engineering revision to make the work environment safer to the employees, the most effective way of controlling unsafe actions of persons, should be taken advantage of whenever possible.

Preventive methods

The accident can be prevented only if the top management takes up the responsibility for safety with delegation of management’s function like organising, planning, directing and controlling for the ultimate objective of obtaining freedom from industrial accidents.

Safety, no doubt, is “everybody’s business” but it requires management’s sustained efforts to ensure that the accident prevention programme works successfully.

Safety and health policy

Safety and Health Policy, is a written document or statement, prepared by every occupier of a factory, registered under the Factories Act, 1948, with respect to the procedures and precautions to be maintained for the health and safety of the workers at working place. The policy may be revised if and when required. It should be brought to the notice of workers if the policies are revised.

The policy document is a must for all factories, specifically for those involved in hazardous working condition as listed in the First Schedule under Section 2 (cb) of the Factories Act, 1948 and other sections of the Act. Certain other categories of factories may be exempted from having a Safety and Health Policy, as may be specified in the (State) Factories Rules.

A copy of the Safety and Health Policy signed by the occupier is to be made available to the Inspector having jurisdiction over the factory and to the Chief Inspector of factories. Moreover the people concerned should be educated about the policy being formulated.

The Safety and Health Policy is not a document that is to be written once and then forgotten. It is required to be reviewed and revised as often as may be required.

In short, the Safety and Health Policy may be described as the Constitution of the Factory so far as the safety and health of the workers are concerned. It is a very important document, that is to be reviewed, understood, followed and be committed to, by everyone in the organization. It is to be given due respect both by employer and employee to maintain a safe and healthy environment within and in the immediate vicinity of the factory. IMWA meets Capital DC, discusses local issues

ITANAGAR, Mar 3: A team of Itanagar Market Welfare Association (IMWA) led by its President Bamang Taji and General secretary Biri Kame on Tuesday met the capital complex deputy commissioner, Padmini Singla. During the meeting they discussed issues ranging from developmental activities concerning capital complex to price rise of essential commodities which are causing trouble to ordinary citizens.

Meanwhile, IMWA informed that it has banned any kind of donation collected in the name of organization by some unknown miscreants. It has also taken exception to various melas and expos coming to state from outside without the permission of market committee. The Capital DC has apprised the IMWA delegation of various step being taken by the administration to control price rise, beautification of Capital Complex, the association said.

IMWA also informed that during their meeting with R D Luwi, deputy director urban (capital complex division), Luwi has sought cooperation from market community for the beautification of capital complex. The Association also appreciated local MLA Techi Kaso for taking initiative in setting up of police beat post in Chandranagar Market of Itanagar.

Society to construct Kargu Kardi Dere

ITANAGAR, Mar 3: Bogum Karka Lodu Welfare Society (BKLWS), in a recent meeting, has decided to construct Kargu Kardi Dere at state capital.

The meeting attended by senior members of the society also changed the nomenclature of the society to Kargu Kardi Welfare Society from the present Bogum Karka Lodu Welfare Society. It also constituted a new executive committee with Dr. Rejum Ronya as president, Laba Potom as vice president and Dedu Poyom as general secretary. Jarbom Gamlin and Nyodek Yonggam are the chief patron and chief advisor respectively.

Training on integrated pest management of citrus held

ITANAGAR, Mar 3: A day-long training programme on Integrated Disease and Pest Management of Citrus at Yagrung village, East Siang district was organized by the students (7th Batch) of College of Horticulture and Forestry, Central Agricultural University, Pasighat today.

The programme was conducted under the on-going Rural Horticultural Work Experience Programme under the guidance of Dr. Dinesh Sah (Asst. Prof. CHF) and S.M. Hussain, SMS, Fy, KVK, East Siang. Altogether 50 farmers participated in the programme.

Addressing the farmers, final year student Martha Ratan explained various management practices for control of major diseases and pest of citrus while Odang Taloh of Yagrung village spoke on present agricultural scenario of the village.

Bordeaux mixture preparation, Paring & Pralinage preparation for banana and Paddy seed treatment technique with trichoderma was also demonstrated by the group of students. A group discussion was also organised.

Health awareness camp conducted

CHANGLANG, Mar 3: The district Health Society, Changlang conducted a health awareness camp through school health programme and RCH camps at remote Gidding and Goju Village of Changlang district.

The counseling and advocacy meeting held on the subject ‘Adolescent Reproductive and Sexual Health’ at Gidding Secondary School and JNV Goju, was attended by the students from Class IX, X & XII at both schools.

Villagers of Gidding and Goju village turned in hundreds to attend the RCH camp where free medical aids and medicines were distributed. Immunization session was also carried out in these villages.

ITANAGAR, Mar 3: The All Capital Complex Autorickshaw Welfare Association (ACCAWA) in its meeting held recently has unanimously selected Bamang Tadu and Marjum Laye as president and general secretary of the Association for the tenure of 3 years. The meeting also discussed various problems faced by the auto drivers residing in the Capital Complex, according to an ACCAWA release.

All Arunachal Pradesh Workers Union (AAPWU) in a release informed that Puri Logi, Toko John and Takhe Khopi have been appointed as president, vice president and general secretary respectively of the All Arunachal Pradesh Workers Union, Lower Subansiri district unit for the tenure of 3 years. Gayati Joya and Rubu Yami have also been appointed president and general secretary of women wing of the district unit of the AAPWU.

NSU appreciates Matey

ITANAGAR, Mar 3: Nocte Students Union has appreciate Chairman Department of Tirap and Changlang Yumsen Matey for taking initiatives to make the department work. ITANAGAR, Mar 3: Kargu Kardi Students’ Union in a memorandum to Chief Minister highlighting the public grievances appealed for supply of BPL medicine at Darak PHC, Kamba CHC, Yomcha CHC, Liromoba PHC and Tirbin CHC.

It also appealed for posting of Allopathic Doctors at Darak and Liromoba PHC.

Congrats Tara !

ITANAGAR: Arunachal Karate-Do-Association (AKA) has congratulated Sensei Likha Tara for being the first from the state to be inducted as office bearer (Jt. secretary) of All India Karate-Do-Federation for the period of 2010-13.

Tara, who is presently holding the post of president of AKA, started practising karate in 1985 and was awarded state gold medal in 2007 for his contributions towards development of the sport. Hailing from Dem village under Lower Subansiri district, Tara also underwent karate training in Tokyo, Japan in 2001.

ZPMs demands creation of CD Blocks

ITANAGAR: All the Zilla Parishad Members of Upper Subansiri District submitted a 7 points memorandum to Chief Minister yesterday demanding posting of more police personnel, daily Pawan Hans services from Itanagar to Daporijo, creation of new CD Block in the district.

Meanwhile, the team appreciated the CM for assurance to their demands and also appreciated Health and Family Welfare Minister Tanga Byaling and RD and PR Minister Takar Marde for their cooperation and positive suggestions.
